I have received your letter dated May 6, 2015 (and received by the Department of Mathematics and Statistics on May 12, 2015), in which you request records from UMBC under the Public Information Act (the Act), Annotated Code of Maryland, General Provisions Article, Paragraph 4-101 et seq. Specifically, you seek "all records pertaining to the travel requests submitted by the Department of Mathematics and Statistics faculty, staff, and students from January 1, 2014 through May 1, 2015." You further seek "...[the] name of the requester; [the] date of the request; [the] amount requested; [the date] of [Dr. Nagaraj Neechal's] resolution; and [the] amount approved." To respond to your request, the University must engage in a labor intensive process to 1) locate any potentially responsive records; 2) examine all information and data contained in said records; and 3) potentially redact those contents of the records protected from disclosure under the Act. The first two hours of this process are performed at no cost to you by statute, but the University will assess a fee for time spent in excess of those two hours. Further, the University has elected to waive any costs associated with any time devoted by the Office of the General Counsel in responding to your request. Our good-faith engagement in the aforementioned process to date leads to an estimate that the University would expend 24 hours identifying and preparing records for potential disclosure. This estimate assumes one professional employee from the Department of Mathematics and Statistics ("Department") working 12 hours and two non-professional employees from the same Department working 7 and 5 hours. The hourly cost of the professional employee is $38.14, the hourly cost of the first non-professional employee is $16.73, and the hourly cost of the second non-professional employee is $24.45. Therefore, the total estimated cost, which is exclusive of the first two hours of the process executed by the professional employee, is $620.76. If you wish the University to continue, in light of this estimate, we will do so and I will communicate to you the final and exact cost prior to sending the records to you.
