Kogan noticed that the currently adopted bylaws require taking meeting's minutes. Rostamian suggested that Kogan takes the minutes, Kogan graciously agreed. Rostamian: we need to accommodate lecturers [as far as the Chair Election procedure is concerned] we did attempt to include lecturers in the electorate 4 years ago, the motion did not pass that time. Kogan: what has been changed since the last time we had a vote on the issue 4 years ago? Suri: the dean did not accept the vote without lecturers last time, however no documentation in this regard is not available. Nagaraj: promotion from lecturer to senior lecturer requires department approval. Guler: promotion from lecturer to senior lecturer goes through UFRC. Rostamian brings up the USM document "POLICY ON THE EMPLOYMENT OF FULL-TIME, NON-TENURE TRACK INSTRUCTIONAL FACULTY IN THE UNIVERSITY SYSTEM OF MARYLAND" (http://www.usmd.edu/regents/bylaws/SectionII/II105.html) and point to Paragraph 5 "Faculty Participation: FTNTT faculty members shall be integrated into the scholarly, intellectual, academic, and social life of the department or unit, and institution. Institutional shared-governance procedures shall include FTNTT faculty." Rathinam: hiring [by the Chair alone] and none involvement in research used to be the reasons we opposed lecturers participation in Chair's election in the past Roy: lecturers should have a voice, one possibility is to vote by rank Suri: it is important to change the election procedure. we may have 2 confirmation votes-everyone participates the first one, the second one is taking place when the results of the first vote are too close. what exactly "too close" means will be decided when it happens. suggests a draft of the document marked "amended: Feb 22, 2016". Gowda: can the lecturers dominate elections in the future? Suri is asking faculty to cross the line "amended: Feb 22, 2016" in the document he distributed, and explaining the amendment he suggested. Faculty ask questions. Lo suggests to have two voting groups: tenured/tenure track faculty and the lecturers Suri: if you have different results from different groups for different candidates, how you reconcile the outcomes? Biswas: should the staff have a voice in the Chair elections? Rostamian: we do not want staff to determine the future of the department. Rathinam: can we have a committee to look at the ideas voiced at this meeting? Suri: may be we can vote on complete inclusion [of lecturers in the electorate for Chair election]? Rostamian puts the motion on the floor: to change the first sentence in paragraph 2, Electorate from "The electorate shall consist of all tenure & tenure track faculty members of the Department." to "The electorate shall consist of FTNTT instructional faculty and all tenure & tenure track faculty members of the Department." [here FTNTT stands for full-time non-tenure-track, see http://www.usmd.edu/regents/bylaws/SectionII/II105.html] Suri seconds, and faculty vote by secret ballot. It is recognized that one tenured faculty is absent with no proxy given to anyone present. immediately after the vote Gowda and Peercy start counting the votes. Kogan joins the counting, and Gowda withdraws in the middle of the process.
